Use a pop up blocker to block it.http://popsup-blocker.com
or
you can block it manually under the steps.
Step1
Press the Esc key one time. If this does not help, press Ctrl, Alt, and
Delete keys all at the same time. If a programs screen appears, select end task and left click your mouse one time. If another screen appears select end task and left click your mouse one more time. Hopefully your mission is accomplished with this five second procedure.
Step2
If step one worked for you, you’ll probably have to do it again each time you connect to the Internet, but only once per visit, until you go into your computer and delete this file that keeps popping up from your computer.
Step3
If the above procedure is working for you, great. However, they may return again as invisible pop ups. When you’re computer appears to be stalling for longer than normal, try the above procedure again, to see if the same program screen reappears. (Invisible pop ups are done away with in the same manner).
Step4
If the procedure mentioned above did not help, disconnect from the Internet. Press Start, then control panel, then Internet preferences.
Delete cookies and search history.
Step5
If the above attempts were not enough, delete the user name and use
another one.
Step6
If the above attempts were not enough yet,
your computer is infected spyware.

These are easy to get rid of. Download Combofix and run it. Let it run completely through. It will find these pop ups and delete the registry entry that is allowing them. Then run a virus scan, and download a good anti-spyware program and run a scan with it.

Perhaps a web hijacker, but most likely an adware. Adware stands for ADvertising supported softWARE and its generally responsible for annoying pop-ups and website redirection to suspicious / dangerous / porn / fraud websites. I made review on adware here : http://www.ecuhq.com/internet-theory-f18…
Adware isnt that hard to remove, any tools listed here will do ( freeware ) :
? Malwarebytes AntiMalware
? SUPERAntiSpyware
? Spyware Terminator
? Ad-Aware SE
? Spybot Search & Destroy
? HijackThis
I`d give special attention to the first 3 programs listed. Also, HijackThis is able to remove malicious registry entries. When you make a log, post it here : http://www.hijackthis.dehttp://www.help2go.com/Tutorials/Protect…
How to use SUPERAntiSpyware : http://www.ecuhq.com/tested-programs-how…
How to use HijackThis : http://www.ecuhq.com/tested-programs-how…
All available at :http://www.filehippo.comhttp://www.download.comhttp://www.softpedia.comhttp://sourceforge.net/
Also destroy restore points to prevent adware being loaded again :
1. Click Start / Accessories / System Tools / System Restore
2. Look on the left and click on : “System Restore Settings”
3. Check a box, at : “Turn off System Restore on all drives”
4. Click Apply / Yes / Ok
5. Click Start / Accessories / System Tools / System Restore
6. Click Yes
7. Uncheck that box
8. Apply / Ok
Hope it helped.
